CSS 803 - Chicago South Shore & South Bend  Contributor's Pick!       
Chicago South Shore & South Bend loco #803, one of the "Little Joe" double ended units originally built by GE in 1949 for the Russian Government before Joseph Stalin cancelled the order (hence its nickname) sits forelornly at the Illinois Rwy Museum in Union, IL. It was restored to full working service and runs trips often there. Unknown photographer.
