NS 2-6-0 #117 - Norfolk & Southern  Contributor's Pick!
The note on the back probably written by Warren W McCleary Jr (photographer) reads, "Engine No. 117 of the Norfolk Southern Railroad taken in norfolk yard in Sept. 1935." As a side note, its sister #116 was the last 2-6-0 configuration to be retired in 1941. Interesting boiler on the flatbed behind the loco. Note the missing tender so it's probably sitting in a scrap line.
