The locomotive on the right is 2-8-0 built by the Richmond Locomotive Works of Richmond, VA, between 1909-10 as a class E-27b. The locomotive on the left is 4-6-2 built by the Schenectady Locomotive Works of Schenectady, NY around 1905-06. Date and location of this photo are unknown.

Tom Davidson General This photo is post WWII as indicated by Capitol Dome emblem on 4-6-2 to left, which appears to be some variation of P-1. B&O numbers 5010 through 5034 were vacant after 1926, so 5024 is not the correct number. 10/14/2015 2:50:52 PM
Tom Davidson General The 4-6-2 on the left was some variation of B&O class P-1. The Capitol Dome emblem dates the photo to the post-WWII period. The locomotive number is incorrect, as B&O numbers 5010-5034 were vacant after 1926. 10/14/2015 2:54:34 PM
