Notice the milepost number on the mast of the signal. That marks this as an intermediate signal. Rather than Absolute Stop, which you are used to, it indicates Restricting. They must be able to stop in half the visible distance.

Ohhhh! Thanks for the commentary James. So this means that the train doesn't have to stop but must be redy to do so if needed. Also, very nice photography by the photographer!

This signal indicates there is a train in the block ahead, or there is a broken rail, misaligned switch, could be a test by a friendly trainmaster shunting the track. With the recent rear end collision in Iowa, there has been a ton of testing going on.
