Looks to be a simple track geometry vehicle all foldfd up. With Tomy Boy's help (see comment below), this piece was once a Tamper Torsion Bean. It went on the front of the MKII Tamper(the one with the porta john behind it). It also included the light buggy (silver parts) for track alignment.
