Description:  These flood gates are designed to keep the tracks#open to Muscatine shippers in case of flooding over the tracks - one of the main shippers there is Muscatine Power & Light who receives coal at their power plant - the shippers in Muscatine are all south of the gates - north of the gates, there isno levy.

Description:  I think that the railroad's motivation for this fence was not entirely motivated by aesthetics, but probably safety as well to keep pedestrians crossing at defined points and off the railroad tracks. It didn't work - I saw a pair of young ladies, one of whom was sitting on the tracks posing (these are active mainline tracks, mind you) and the other taking her photograph.
