Description:  Rule 251 territory back in the day and Rule 9.14 territory nowadays - movement with the current of traffic is an aspect of railroading that is fast disappearing on many subdivisions with new signal installations. It still exists along a short segment of the Council Bluffs Sub between Mercer and Pacific Street. Spring is busting out allover as UP 4503 brings an eastbound manifest past the MP31 signals on a pleasant afternoon.
