Description:  On congested days on the B&O, the stop and proceed indication was used. Now, Q501 inches closer to the braket post trying to clear the north end of Ottawa for an I&O northbound. Meanwhile, D943 has to also use the siding to wait for another southbound. So, with the I&O train clearing half the siding block, the stop and proceed indication is used again.
